UK Stocks-Factors to watch on March 21

March 21 (Reuters) - Britain's FTSE 100 index is seen higher on Friday, with futures up 0.07%.

* HEATHROW: Britain's Heathrow Airport said it would be closed all of Friday after a huge fire at a nearby electrical substation wiped out power.

* BOE: BOE Governor Andrew Bailey said that the central bank would have to be careful about cutting interest rates because the fall in inflation pressures has been very gradual.

* CONSUMER CONFIDENCE: British consumer morale ticked higher for a second month as people turned a little more optimistic about the economic outlook, the GfK Consumer Confidence Index showed .

* ENERGY: GB Energy will lead a 200 million pound ($258.72 million) solar panel project for hospitals and schools, Britain said.

* TRADE: Britain is considering linking its Emissions Trading System with the European Union's carbon market.

* BAE: The U.S. State Department has approved BAE Systems

as the principal contractor for the potential sale of advanced weapon systems to Saudi Arabia for about $100 million, the Pentagon said.

* VACCINES: A panel that advises the U.S. Centers for Disease Control and Prevention and is scheduled to review vaccines like GSK's meningococcal vaccine and AstraZeneca's flu shot, will convene in April a spokesman for the Department of Health and Human Services said.

* COMMODITIES: Oil prices and were set for second consecutive weekly gains, while gold was headed for a third straight week of gains and copper prices in London were pressured by a stronger dollar.

* The UK blue-chip index closed flat on Thursday.
